Manpower is recruiting for one of its clients in Luxembourg : (Senior) Policy Officer (M/W) As (Senior) Policy and Knowledge Sharing Officer, you will provide analysis, advice, prepare proposals, ensure proper and timely follow up on the implementation of decisions related to Best Banking Practice (BBP) responsibilities and contributing to managing the components of the BBP framework ( BBP Guiding Principles, BBP Book and BBP Repository). In addition, you will provide support and advice in a wide range of matters under the responsibility of the General Secretariat. The role is part of a recently created Unit, within the Bank-Wide Project and Change Management Coordination Division (BPCM), responsible for supporting BBP responsibilities of the General Secretariat (notably by coordinating and implementing the applicability assessment procedure of banking regulatory requirements to the EIB) and managing the components of the BBP framework. The unit also advises and assists the Secretary General, the Deputy Secretary General and the Head of Division on a wide range of matters, providing advice and support, in the form of analysis, review of documents and proposals. Specific Post Environment The Bank-Wide Project and Change Management Coordination Division provides direct support, in the form of analyses, review of documents and proposals to the Secretary-General and Deputy Secretary-General in matters under its responsibility. Its main purpose is the design, planning and coordination of Bank-wide organizational projects as well as the resource management of the SG and FC Directorates. The Division leads the General Secretariat?s drive for continuous organizational and structural improvements in terms of efficiency, processes and procedures, helping to find modern solutions well adapted to the needs of the growing organization. Policy decisions made by the EIB senior management are also followed up by the Division, which is responsible for the coordination of their implementation. Accountabilities ? Contribute to the overall objectives, projects and initiatives of the BBP Unit and the Division; ? Lead projects related to the Unit, establishing and maintaining relationships with internal clients of all levels in order to ensure that appropriate internal co-operation and communication are maintained; ? Provide expert advice on BBP implementation and compliance, combining solid reasoning with an understanding of the corporate, institutional and political framework and any other matter; ? Contribute to and be responsible for the drafting of various strategic documents for the Division and the Directorate, such as proposals, briefing material, memoranda, presentations and notes; ? Participate and be responsible for negotiations and management of specific agreements ;? Cooperate with other team members in the Division and contribute to disseminate and cross?fertilize information within the Division and an effective collaboration; Qualifications ? University degree in business administration, law, economics, finance or related fields; ? 5 years of relevant professional experience of banking regulatory/supervisory topics; ? Excellent analytical skills and conceptual thinking, good and concise writing skills; ? Experience of managing stakeholders at all levels, ideally within a multi-cultural environment ? Good understanding of the institutional and political framework in which the Bank operates; ? Excellent knowledge of written and spoken English and a good knowledge of French; a working knowledge of other EU languages would be an advantage.
